All-Russian Scientific and Practical Conference “Scientific and Staff Support for the System of Distributed Situation Centers as a Key Factor in Improving the Efficiency of Public Administration”

From October 18–20, 2016, faculty members of the Joint Department with the Foreign Trade Association “Avtopromimport” took an active part in the All-Russian Scientific and Practical Conference “Scientific and Staff Support for the System of Distributed Situation Centers as a Key Factor in Improving the Efficiency of Public Administration,” dedicated to the 20th anniversary of the establishment of the Situation Center of the President of the Russian Federation.

The conference was organized by Lomonosov Moscow State University jointly with the Federal Protective Service of the Russian Federation, with the participation of the Union “GOSINFORMSISTEMY” and the National Forum for Information Security “InfoForum.”


 

Purpose of the conference is to develop the main approaches to creating a system of distributed situation centers as an infrastructural foundation for the public administration system, to strengthen cooperation between customers of situation centers and leading companies developing hardware and software systems and information and analytical systems for situation centers, taking into account import substitution and information security issues.

Objectives of the conference:

  • Exchange of experience in the creation and operation of hardware and software systems for situation centers at the federal, regional, and corporate levels;
  • Exchange of experience in the creation and operation of information and analytical systems for situation centers at the federal, regional, and corporate levels;
  • Search for ways to improve information interaction between situation centers at the federal, regional, and corporate levels;
  • Search for the most promising methodological approaches to forecasting and strategic planning for use in the System of Distributed Situation Centers (SDSC), including within the framework of the development of the digital economy in Russia;
  • Discussion of technologies and methods for information protection in the SDSC;
  • Identification of prospects and addressing the task of training personnel for situation centers;
  • Demonstration of achievements by developers of software and hardware for situation centers, discussion of import substitution prospects.

The Head of the Joint Department with the Foreign Trade Association “Avtopromimport,” Doctor of Technical Sciences, Professor A.Y. Podchufarov, delivered a report entitled “Modern Approaches to the Analysis of Key Competitiveness Factors of Public Administration Entities,” in which he shared his experience in addressing scientific and methodological problems related to forecasting and strategic planning, management of government programs and projects, and also outlined the prospects for the digital economy.
