Non-Financial Co‑investment Approaches and PC³ Functionality Presented at the Professional Development Program Organized by the Scientific and Technical Council of Rostec State Corporation for Enterprise Employees

As part of the professional development program “Management of Innovation Development of State‑Participated Companies,” organized by the Scientific and Technical Council of Rostec State Corporation, a presentation was delivered on the Platform for Core Competencies Co‑investment (PC³) as a tool for supporting development projects. The presentation covered modern approaches to organizing effective cooperation in new areas of activity, the principles of non‑financial co‑investment, practical aspects of using PC³, and its connection to the commercialization of unique technological competencies (UTCs) of Rostec enterprises.

The report presented the methodological foundations of PC³, including the MCC‑approach (competitiveness management based on the Matrix of Core Competencies), the principles of balance and cross‑system interaction, as well as algorithms for selecting project participants. Examples of pilot projects implemented on PC³ were provided, including the development of rotary steerable drilling systems and the creation of a cluster of advanced energy technologies based on small modular nuclear power plants (SMNPPs). Considerable attention was paid to the practical aspects of working with the platform: the audience was shown the PC³ interfaces, walked through form completion examples, highlighted common mistakes when submitting initiatives and registering competencies, and discussed participant interaction within projects.

The professional development program, held from June 15 to 24, 2026, brought together representatives of Rostec State Corporation enterprises across a wide range of innovation development topics, including the Corporation’s development strategy, the concept of advanced innovation development, the national innovation system, the formation of unique technological competency management systems, patenting and registration of intellectual property, modern approaches to innovation business management, R&D performance evaluation, innovation risks, industrial design, additive technologies, machine learning, TRIZ (TIPS), and other areas. The presented material generated interest among the participants and received positive feedback.
